Internal order assignment and PA segment in billing document

Hi, can anyone advise the following?

I created an order line item with account assignment pointing to an internal order. For this sales order item, the PA segment button is disabled. However, when the billing doc is created, the PA segment button is enabled and allows me to see the PA segment dimensions.

Why we cannot see the PA segments in the SO but can see in billing doc?
