Disable "Download File To Client" option when exporting IR/ID objects

Is it possible to disable the option "Download File To Client" when exporting IR/ID objects using the File System mode for transporting objects? We just upgraded to PI 7.1 and this was not an option in XI 3.0 as your only choice was to export files to the system directories.

We want people to use the CTS+ process for transporting objects and not give them the option to download them to their local computer and import them into the QA and PROD environments.

I have searched SDN, OSS, and SAP help with no luck on information for disabling this option. Any help is appreciated.

2) normally, for Q & P access restrictions are set at User maintenance level, by authorisation team.

even if someone exports from D to local folder, the restrictions in Q & P will not allow to import & activate..

3) Above all, this is more to do with way of working...I hope all would like to follow certain development guidelines & not disturb Q/P deviating from self-set policies.
