I recently got a request from one of my developers to grant him read only access to the DB at the OS level. Is this normal for a developer to need such an access ? if so, how do i create a new user in oracle with read only access to the entire DB ?

Trying to access the DB doesn't make much sense with SAP. There is quite a bit of information stored in the Data Dictionary (on the SAP side) that makes reading information from the tables much easier.
Do you know why the developer wants this?

I dont think it is best practice to give read only access for DB at OS level for developers. SAP has some good transactions that we can do all developement with this.
Sometimes developers wanted to know list of tables but we can get this info from dbacockpit with the help of administrators.
Check with the developer and if the business justifies, you can give only at test system but not for other systems.

I have never heard of a situation where a developer wants access to OS level.
Please dont give anyone access to the OS level except the administrators!!!
ask him what his requirement is,i am sure that can be resolved at SAP level only
