In order to enable Idoc Tunneling we set the XML_CONVERSION parameter to value 2 which says "An IDoc is converted to IDoc-XML if requested by the service". what does "if requested by the service" means and how can we do this request in this scenario?.

answering your question
always use this parameter = 2
requested by the service means that if you do IDOC - IDOC integration
the flow will send idocs are tables (no IDOC xml)
but if any of the pipeline services (like receiver determination or mapping) will be there and will need to be used then this is "if requested by the service"
so the IDOC will be changed to IDOC-XML

IDOC to IDOC-XML conversion is by default in Integration Engine..........means if you do not set this parameter, then also when XI recives IDOC from r/3 , it converts IDOC from native IDOC format to IDOC-XML to deal with it...........service refers to service offered by Integration engine.......
This parmeter is used if you do not want this conversion to happen - means you just want XI to act as a msg system so that from one r/3 sytem IDOC comes to XI and XI sends this IDOC without any conversion to another r/3 system.
