Please check in your portal, if you have configured the connect to your message server and if you have a logon group with your application servers:
irj ->Content Administration -> Web Dynpro -> Maintain JCO Destinations -> check all destinations
Additionally you might need to add the message server details in your system landscape. This can be found here:
irj -> Systemadministration -> System Configuration -> Portal Content -> System Landscape (depending where you put it)
In the backend a logon group can be maintained in transaction SMLG. You might want to try a logon group without CI and only with application servers.
