Hi,
I've backed up the Oracle db via dbacockpit. Why isn't there any restoration option ?
Do I need to use brtools to restore ?
Please advise.

Restore need an offline system.
When your system offline, you cannot login to dbacockpit, i think that why the're no restore menu on db13 or dbacockpit.
do restore from brtools with brrestore command.

SAP needs a database to work properly... and a database need to be down to be restored.. see the catch-22 situation?

As said above yes you use BRTOOLS for restore & receovery. Please check below link for details.

Because a restore has completely different effects than a backup.
When you backup your database, the system keeps running, this is not the case with a restore.
A restore of an Oracle database is a extremly complex process with thousands of different options and things to take care of.
Plus - this is nothing to be done on a scheduled base, whereas a backup is.
