how to set the approval

Would need to configure Workflow for this.
For one step workflow. Define start conditions for "WS10000129 u2013 One-step approval " using SWB_COND and activate the start condition.
Prereq: Defined an organizational hierachy

What you can do is forwarding a work item from one approver to another or add an AdHoc approver from shopping cart.
For Forwarding follow:( With this Approver1 will be skipped)
Excecute:SWI5 Type: US, ID: Approver1 Slect Work items to be complete Give a future date and get the Work items
Now Excecute: SWIA provide the workitems, excecute. In the next screen select the workitems and click on Admin Forward and provide Approver2
For Adding approver: Goto Shopping Cart, Approval tab and Add Approver or Add Reviewer. With this you can Approver2 after or before Approver1, and you can make sure that Approver1 is not skipped

first please look in to the org structure , if he is not there create and set the approval workflow (if at all needed)...if it is a n-step approval workflow implement the badi BBP_WFL_APPROV_BADI....
