a question to this. Both rsusr200 and USR02 showonly the actual client. How can i see this for all clients?

Please provide more detail info what you mean by "no longer login users"?
If looking for last login date and time go to>
SE16 - Table USR02
Last login is TRDAT - Last logon date
LTIME - Last logon time

I believe you are talking about an ABAP-based SAP System. Run txn SM66 - this shows you all the active users in your SAP System.
