Good Day;
I think I have figured out how to move transport requests in and out of maintenance cycles. Below is the process I used.
If anyone has more information on this, please let me know.

Removing a transport from a maintenance cycle
Prerequisites
Transport must be in Modifiable status
Must be owner of the transport
With in the u201Ccorrectionu201D, click on u201Caction buttonu201D
Select u201CLog on to systemu201D. This will take you directly to the development system.
Use T-Code u201CSE10u201D
Locate the transport under the assigned project.
To the top toolbar, click on Utilities
Select u201CReorganizeu201D
Select u201CDelete Project Assignmentu201D
You have now removed the transport from the assigned project
Adding transports to a maintenance cycle
Prerequisites
Transport must be in modifiable status.
Must be the owner of the transports
Using u201CSolar_Project_Adminu201D
Select the maintenance cycle you want add the transport to
Under the development system Status Switches do the following;
Request can not be created:
Click on the pencil and select yes. This will change the setting to; Requests can be created.
Request cannot be released:
Click on the pencil and select u201Cyesu201D. This will change the setting to; Request can be released.
Log into the development system.
Use T_Code SE10
Select your transport
On the top toolbar, click on utilities
Select u201CReorganizeu201D
Select u201CAssign to Projectu201D
Select the project you want to assign the transport to.
NOTE: Transports that have been added to a maintenance cycle can not be released through CHaRM. These transports need to be released manually via SE10 in the development system
Hi Don,
not sure on this but you may try to add attribute:
SAP_TMWFLOW = <name of maintenance cylce> to your transport in SE10. Maybe you are able to release it via ChaRM then.
Still I am not sure where the link to the change document would come from.
Probably it is just not intended to add or remove transprot requests to or from ChaRM.
