I wander how to find out how many maximal oracle treads are configured and how many are active. Is it possible to be seen from within SAP (I do not have ora<SID> user)

You can check the active sessions from ST04 - Detailed analysis - Display V$ views and then select V$session.
Also Oracle sessions under Detailed analysis will give the details of Active and Inactive sessions.

I guess you are referring to how many sessions that can be opened in Oracle level - there are two oracle parameter that specifies the maximum configuration of process and sessions that can be opened in oracle. (but its the maximum) not something that shows you the currently active process.
ST04 > Performance > Database parameter -- search for these two parameters. (its there in init.ora file)
1. PROCESSES specifies the maximum number of operating system user processes that can simultaneously connect to Oracle
2. SESSIONS specifies the maximum number of sessions that can be created in the system.
