Hi Friend,
First of all why you require a developer key for that user or developer :-
Each developer who intends to create objects in SAP R/3 has to be registered and provided with a developer key that is generated by SAP in Walldorf. The first time a new object is stored, the system requests this developer key (note that this does not apply when operational data is stored).
Now come to your concern, how to map developer key
login to service.sap.com--click on Key & request-- click on sscr---- click on register developer--User id(name id of the required user)--In Select Installation choose your system
there you would get options to register a developer.
Access key?no idea
If you find any problem then this below given sapnote will help you 40850.

You need to create a "Developer key" for the user ID in SAP Marketplace. "Access key's" never heard about those... "Object keys" are the key needed when changing a specific object when is not in your namespace.

If the developer needs a key, then the developer ID needs it's own key.
Search the Netweaver forum category (Including NW Admin) for "developer AND key" (self explanatory) before asking such questions, please.
Moved to NW Admin as it is an administrative question, and not really security usefull...
Cheers,
Julius
