I am wondering do EHP1 for SAP NetWeaver Composition Environment 7.1 - Preview Version consist PI 7.1 to work on ?

You won't find PI in any preview versions

on the other hand to what guys said CE contains some or the PI

I'd say 70% as the whole ERS and service registry is available

(you just don't have integration builder)

but ERS and Servcei registry is something and you can start working on that

(for training purposes)
