In the pricing condition screen in sales order if the condition types are in changeable mode and the requirement is like that in billing pricing condition it should not be in changeable mode.
If the condition type has the option that manual entries has priority then you can enter that condition type at sales order level and billing level. But if you want to restrict then change the pricing type G to pricing type E
