Non-permitted release of add-on ST-PI installed

When applying basis SP15 and ST16 I get an error telling me there is a conflict between

ST-SER 700_2007_1 and SAPKITL426(ST16). I try to install delta upgrade ST-SER 700_2008_1 to resolve the issue but get an error saying 'OCS package SAPKITLONB does not match the current software component vector' then it tells me this is because ST-PI 2005_1_700 is 'Non-permitted release of add-on ST-PI installed'. Earlier I had run rtcctool and had been told to install ST-PI 2008_1_700 which I did. So I'm a bit confused now is the ST-PI 2008 version the non-permitted release or doesn't it recognise that I have installed ST-PI 2008? Either way does anyone have any idea's?

This contains your problem and solution

Queue error with ST-PI 2008_1_700 + ST-SER 700_2006_2, 700_2007_1, 700_2008_1

If you have already implemented ST-PI 2008_1_700 in your system, you cannot set up valid SAINT queues for ST-SER. The system displays the message:

"OCS package SAPKITLOIB does not match the current software component vector"

"OCS package SAPKITLONB does not match the current software component vector"

"OCS package SAPKITLOLB does not match the current software component vector"

Download the relevant ACP package ST-SER_700_2006_2.SAR, ST-SER_700_2007_1.SAR, or ST-SER_700_2008_1.SAR from the attachments to this note. Then call transaction SAINT and choose

Installation Package--> Load package --> From Front End

Hello Chris,

Find the solution here:

With SP16 (SAPKITL426) SAP strictly recommends to upgrade your ST-SER tothe release 700_2008_1 or higher. Therefore use transaction SAINT instead of transaction SPAM to patch your system to SAP Solution Manager 7.0. If you try to patch your system via SPAM and your ST-SER release is 700_2007_1 or less you will receive one of the following information within SPAM during phase ADDON_CONFLICTS_?: a) Conflicts Between Add-On ST-SER 700_2005_2 and Support Packages SAPKITL426 Include CRT

b) Conflicts Between Add-On ST-SER 700_2006_1 and Support Packages SAPKITL426 Include CRT

c) Conflicts Between Add-On ST-SER 700_2006_2 and Support Packages SAPKITL426 Include CRT

c) Conflicts Between Add-On ST-SER 700_2007_1 and Support Packages SAPKITL426 Include CRT

Please be aware there is no physical Conflict Resolution Transport (CRT) available to solve this conflict (it is not planned to provide such a CRT). You have to patch your system via SAINT not via SPAM:

1. Delete your SPAM-QUEUE by pressing the Display/Define button within SPAM.

2. Download all ST-SER Delta-Upgrade packages from the Software Download Center into your EPS-Inbox.

3. Call transaction SAINT and press Start button.

4. Select ST-SER 700_2008_1 or higher and press Continue button

All neccessary component packages will automatically be included into a valid SAINT-queue

I can't install the delta upgrade for ST-SER 700_2008_1 because of a programme error that doesn't recognise that I have installed ST-PI 2008_1 as directed by RTCCTOOL to do. I get the 'Non-permitted release of add-on ST-PI installed' if I try to. I think my only answer is to install ST-SET 701_2008_2 as note 1293326 suggests.
