While for extending the plant, you can follow the suggestions given above, for storage location, go to MMSC and check for the combination of plant and material, you also have maintained the storage location.
Normally when you create a sale order, system will not throw an error for storage location unless you apply any user exit for this. So check whether any user exit is applied and if so, you have to check the code what is written specifically on storage location requirement.
Please check the material in MM02 Screen...thr you can find which plant and Storagelocation...then maintain the Stock adn create the Material....and also check in Sales order Item level in Shipping tab whihc plant and Storage location has pickked..
Go to MM02 and check wheather the material is available in the plant and storage location. If it is not there then extend the material to that plant & storage location using MM01 t.code and then fill the reqd feilds and then create the sales order
