I have never heard about Bill of Transfer in SAP PS.
Is it BOQ, that you are looking for? (BOQ --> Bill Of Quantities)
Usually you can see this term, if you are handling construction project.
"A bill of quantities (BOQ) is a document itemising the materials, parts, and labor (and their costs) required to construct, maintain, or repair a structure or device."
