MY CLIENT HAS 1 EXCISE REGISTRATION AND 2 PLANTS IN THE SAME PREMISES
wHEN THEY DO sto THEY DO NOT UPDATE ANY REGISTER FOR rG23 A AND RG1
ONLY WHEN THEY WANT TO SALE THEN THEY WILL TRANSFER TO BSR AND UPDATE RG1
SO MY ISSUE IS IF WE USE STO WITH DELIVERY IT WILL UPDATE REGISTERS OR NOT
AND WHAT ARE THE EXCISE RELATED ISSUES

STO cycle will not update any RG register, you may generate excise invoice but unless and untill J1iin transaction not done there will noe excise impact.

While doing STO delivery, RG1 Register will update as per our config-
For STO- Mov Type-641-
AS you KNOW-
We maintain this Mov Type in CIN Config ( IMG-LG-Tax on GM- INDIA- Business Transactions - Incoming Transactions - Specify which movement type involve excise invoice ) to Update RG1.
Even if you transfer stock between these 2 plants mentioned above, will be shown while doing Updating RG1 register,
There is no such Control in CIN to Stop the system , to not to Update RG1.
Obvious that it behaves same as regular sales in Excise. ( as we need to pay Excise for stock transfers)

If the Excise registration is same then there is no need to generate Excise invoice. As your client has created two plant, just transfer the material using STO, delivery and Proforma Invoice. While doing MIGO receipt the goods to particular location and select the option No Excise Invoice
