Hi !
You can go for 2 system as well as 3 system landscape. But I recommend you to go for 3 system landscape.
You can install Dev, Qua of GRC on any of dual stack systems like BI, Solman or CRM, but the hard ware should be properly sized as per the sizing document. It will be better if you have separate netweaver java instance for dev and qua also. For production instance should always be on a separate netweaver java cluster. Also make sure that you size your systems as per sizing document for GRC AC.

Hi Deelip,
SAP recommends you to have at least one staging server (Dev/QA) before putting GRC AC 5.3 into Prod. You will be able to test all the scenarios in Dev/QA before moving config to Prod.
My personal recommendation is to have Dev, QA and Prod RAR set up.
