Manually Removing Export Control Blocks in SD Documents

How can we manually remove export control blocks in SD documents in the 4.6C SAP version?

The SAP help page (link below - Legal Control Blocks in SD Documents) says that it is possible but does not provide any information of how this can be done:

There must be some transaction/tcode/menu path that allows us to release the legal control blocks manually.

Request advice asap!

Yes I have tried this link - but as we are currently on 4.6c version, am not able to view this following menu path:

Logistics - Sales and distribution - Foreign Trade/Customs - Control - Prohibitions and restrictions -Export Control data - Change.

If it is possible for you to direct me to a transaction code or program name or the menu path in 4.6c version that will be extremely helpful.

These transactions do not seem to be sales order specific... any inputs on how we can manually release an export control 'EXLS' block on a sales order?
