Tried changing to use help.sap.com instead of help file on our Dev server. Appears to be an ICS setting issue, some transactions like SBWP use help on their screens and sometimes display it, sometimes don't, they show This program cannot display the webpage. This is in SAP R/3 4.7 with IE 7, SAP GUI 7.10 patch level 13. Any idea what ICS setting could fix this.

Updated to SAP GUI 7.20 patch level 5 and IE 8 and changed SAP Help to use website like help.sap.com and working ok for now.
