F1 or SAP Help gets "This program cannot display the webpage" message sometimes, refreshing the screen sometimes gets the help screen, other times it doesn't, see below. SAP Help is located on Dev. server and used for Production and Qas test servers also. Is there some kind of SAP setting or a DNS problem?

Tried changing to use help.sap.com instead of help file on our Dev server. Appears to be an ICS setting issue, some transactions like SBWP use help on their screens and sometimes display it, sometimes don't, they show This program cannot display the webpage. This is in SAP R/3 4.7 with IE 7, SAP GUI 7.10 patch level 13. Any idea what ICS setting could fix this.
