Unable to understand the first question. What's the "hierarchy" and "sequential" display? This is a standard SAP transaction - the way the data is displayed, that's the way it's going to be. Use Sort buttons in the toolbar to sort the list in any way you need.
For the second question - check your authorizations (SU53). I am able to change the layout without any problems.
