What are the tables used in this report s_alr_87013543.
Is there a BAPI /FM to get this data?

Try with tables COEJ &COEP, you need to know the OBJNR value for the WBS or Network activity with the costs.
Right now I can't verify If those are the correct tables.

I tried these tables with OBJNR input but couldn't find my entries in COEJ,COEP tables.
FYI.. I went to PROJ and then PRPS picked uo OBJNR from there and went to the tables COEJ & COEP

The costs are on WBS element's or on the Network activities?
Costs are based on WBS element's.
I am able see actual values in COEP but I cannot see Plan values anywhere.

Use RPSCO table and give input as OBJNR of your WBS and filter with required value type.
