Can we use CC31/32 (SAP ECR/ECO) to Change 'SPECIFICATIONS' and 'GENERAL RECIPES'. I dont see tabs to attach 'SPECIFICATION' and 'GENERAL RECIPES' under CC31/32. Do we have this functionality in ECC 6.0

No, I don't think you can use TCode CC31 nor CC32 to change specs or recipes. Both tcodes are for specific to change requests.
As an alternative to RMWB, you can use CG02 to change substance specs.
