The exchange rate acct field VBRK-KURRF for currency JPY ie japenese yen has a value /117.23232
and the business say it is direct rates and the exchange type is M .
can anybody explain why the forward slash is before the exchange rate and the rate in ob08 is maintained as 100 yen = .086555 USD and 1 USD =117.23232 yen.

If I am correct, in OB08, if the said currency value is maintained in "Indir.quot", then in sale order you will find the exchange rate with an oblique preceded. So check in ob08 whether my understanding is correct. Actually, the exchange rate should have been maintained under "Dir. quot".
