PGI isseu - Transfer order

Hi

I am creating order for the material having problem with transfer order.

I created order, delivery, but when I am doing PGI getting error message related Transfer order.

Then I go and check different order for the same material and in the document flow it has WMS transfer order.

so untill unless i create Transfer order i can't do PGI and bill the customer.

I tried creating tranfer order from LT01, but getting error message "The activity is not avalable in lean WM".

So some one can help me where and how to do transfer order, so that i can complete my process.
