Assigning WBS in AR

Hi,

I was trying to assign No of WBSE in AR for Perticular Investmetn Program & position ID.

system say that I can assign only hiegher level WBSE only...

is there any way to assign lower level WBSE in AR....

i do not understood:-

WBS elements that are assigned to program positions do not have to be at the same level in the work breakdown structure. It is also permissible for sub-trees of the work breakdown structure not to have any assignment at all to an investment program position (in the graphic, the sub-tree "Licenses" has no assignment).
