I think you have not undrstood the issue.Its related to the base price varience or difference.

I have very well understood your requirement before posting my first comments. Compare the subject what you have indicated and what I have changed.

Coming to your issue, after creating the sale order, in VK11, the price would have been revised and while creating billing, either update button would have been used or the revised price would have automtically flown. This depends on your copy control VTFL where you have to select your item category for the combination of your delivery type and billing type. There you can see a field "Pricing Type".

If B is maintained, while creating billing, automatically the revised price in VK12 will be considered. On the other hand, if other than B is assigned, the the Update button in condition tab would have been used.
