Its purely based on your browser settings. I had it done for one of my client. On internet explorer --> click on tools --> Internet option --> Languages. Add the language you need and close the internet explorer. Open the internet explorer again and open your portal, it will be your new selected language enabled.
Those other pages´ language depends on the language of the user who is logged in. So somehow your portal seems to be german as default when no user-specific information is available?
