Dispatcher yellow, running but dialog queue standstill

I am facing this error in sapinst_dev.log while installing a new instance of SAP PI 7.1

The installation stops at phase 29 - "Start instance" with this error.

I am using Oracle 10.2.0.4 Patch 8 and Windows 2003 Ent x64

Can someone guide me to troubleshoot this problem?

Additional Notes:

The DB is running --> I checked by logging as /as sysdba

All Oracle services, including Listener are running fine and set to Automatic mode.

The dispatcher is now green and the installation is in progress again.

We did not do anything, the problem got resolved on its own...spooky!

I think the dispatcher just needed more time to turn green.

this is a new system, if your hardware is not big enough, it might be slow to start out with. it has to generate tons of ABAP loads and disp_work might find your system slow and think that your SAP system in standstill.
