Dump while going in change mode in Hebrew language

Hi Experts,

When i try to go in change mode for a layout in HE language in se71 it dumps and it says

Exception condition "INVALID_TEXT_ENVIROMENT" raised

Is there any setting to be maintained for this language in any transaction.

Hi,

While trying to create a layout itself did u get any message saying

Form "form_name" language HE is not available in client "client_no".

If so the client may not be configured for working in HE language .
