Budget in USD currency conversion reporting

Dear Gurus

I have budgeted WBS in 2008 for USD 2000. My controlling area currency is INR

In 2008 USD to INR conversion rate for M is maintained as 42.

When I executed standard budget/actual/commitment report in 2008 report displayed as INR 84,000 then I selected currency transation and selected currency as USD and transalation key as 1 (mean rate today).

In 2009 I have maintained conversion rate for USD to INR as 44 for M.

and in 2009 when i executed standard budget/actual/commitment report diplaying in INR correctly as 84,000 but in USD it is displayed as $ 1909 (84000/44) with currency transalation key 1.

I tried to select currecny translation key as 5. But system not allowing me select that key.

But I want to see the original budgeted amount in report.

Kindly some help in this regard.

Original Budget can be seen in CJ31 Transcation.
