sticky, sticky not too sticky ?

I have a question concerning sticky threads

Don't you think max 2 sticky threads are enough for one forum ?

I order to see the forum post quicker some people choose to view only 10 or 15 threads per forum if there are many sticky threads then there's always

10 - sticky number only shown on the page

Maybe it would be good not post too many sticky threads on one forum?

For Example "Rules of Engagement" - since this thread is posted on all forum maybe it would be good to add a link on the main forum page and not in the posts ?

You are 100% correct that to many stickies are no good and for the most part there will only be two stickies in a forum, "The Rules" and one other depending on the forum.

Others are temporary and there only for a specific amount of time.

I thought about doing that with the "Rules" and having it as a link that goes somewhere the problem is that some people won't look at the link or there's no way to indiciate updates. I can edit the thread and thus show it as "changed" now.
