Is CI suppose to be created on it's own, or it has to reference to CF, if no then why not?

Consignment fill-up process is keeping certain product inventory in a plant(or at customer site), which is meant for a specific customer's consumption. The quantity to be kept depends on agreement between the customer and the vendor.
Consignment issue process starts, when the customer really consumes the product. The customer may consume the entire quantity or partial quantity out of the consignment inventory.
Now with respect your question, creation of the consignment issue is possible only when there is a consignment inventory, which is the result of consignment fill-up. But when you create consignment issue documents, you are not putting any consignment fill-up reference numbers.

Dear Dilip
As per standard process, Consignment Fillup process is you move the goods to a warehouse via 631 movement type and this warehouse stock will also comes under the inventory of manufacturing unit. Only when you move out of this warehouse to end customer via 633 movement, the stock from manufacturers' inventory will get reduce.
Now tell me whether is it necessary or not to refer CF while creating CI ??

Adding to what the other friend has said
Consignment issue cannot be done on own to a customer without referencing consignment fill up as per my knowledge in Std SAP
Consignment process itself is we are not sure of the sales and hence we are taking a chance with the customer by keeping our valuated stocks with him
Suppose we keep material X to customer A say 50 units this is Consignment fill up
Out of the 50 he uses 30 units this is Consignment issue
The balance 20 we take back and this is Consignment pickup
Out of the 30 of Consignment issue if he returns 10 units then it is Consignment return
So the consignment process has to start from Consignment fill up
From Consignment fill up stocks only you can make Consignment issue
If straight away you want to put up Consignment issue for a customer then there is no meaning of Consignment there
You can do it as a standard order itself why do you want as a Consignment issue
This is business logics and SAP logics too
Consignment process itself we are not sure of that sales and that is followed
If we are sure of sales then a normal order is sufficient

Hi Dilip,
In standard SAP consignee process, we will not be creating the subsequent documents with reference, it could be CI, CP or CR.
You might have noticed that, when you create CF, the stocks are saved in Customer Consignee stocks(you can check the same in MB52). Now once you create CI, system will pick the stocks from this Customer Consignee stocks and not from the regular unrestricted stocks. All these are handled by movement types that are maintained in Schedule Lines.
You can also observe that there are no standard copy controls for the consignee process.
