I dont think there should be any special setting other than the normal Quality server setting in SCC4 for uploading master data. Only thing is the user should have necessary authorization to those transactions.
Client Role - Test
Changes and transports to client specific objects - No changes allowed
Cross client object changes - No Changes to repository and cross client customizing allowed
