Dear All,
I am logged in through <sid>adm in windows and using the following command
sqlplus /nolog
SQL> connect /as sysdba
connected
SQL>
now we can do any thing at database level , If any body knows the <sid>adm password , any body can do every thing .
How to restrict it ?

you can't restrict this. this is why you must secure sidadm and ROOT users (if unix) or administrator (If Windows)
