Only one partner function of function category Person Responsible is allowd

while working on issue management, i am getting this error "Only one partner function of function category Person Responsible is allowed" .

In help it is saying the procedure as

"Remove the partner function Message Processor-Issue or every other partner function for the function category Person Responsible."

For this i have removed "Person Responsible" Parner function from "partner determination procedure", but again in new ticket i am getting this error.

and also i am creating issue ticket from consultant user and checking this ticket in solman user, for this reported by and sold to party is coming right but in message processor field i am getting same consultant user instead of solman user. means user who is creating ticket is coming in both reported by and message processor field.

How to solve this ?

There must be two partner function defined in your case that is why error is coming,you should define one partner function with function category "Person Responsible".
