Hi Erdem,

The Web Service Browser is used only in applications with Web Application Server 6.20 (e.g. R/3 Enterprise)

If this is your case you should access it from the following url: http://<host>:<icm_port>/sap/bc/bsp/sap/webservicebrowser/search.html

You have to make sure ICM is configured in your server. You should also activate the service under transaction SICF, under sap/bc/bsp/sap.

For ECC 5.0 you should use the SOAP Framework [http://help.sap.com/saphelp_nw70/helpdata/EN/bb/ddb33d2ae46b3be10000000a114084/frameset.htm]

For ECC 6.0 you should publish the web service running a wizard from SE37 > Utilities > More Utilities > Create Web Service, and after that use the transaction SOAMANAGER and publish the in the Services Registry.
