what's the function of the topest-level organization in sap system

Not clear on your question. But please note the highest organization unit of different modules would be as follows:-

- Sales Organization for SD

- Plant for PP

- Company Code for FI

- Purchase Organization for MM

You cannot. You cannot even do that in Company code also. You can always create a sales order referring to a sales organisation,,,more specifically the sales area comprising sal. Org, Dist Ch and Division. The sales organisation inturn will be linked to a company code and the company code to the company/client.
