Hi,
Can the items of delivery have different ship-to's or will the items always be split into separate deliveries if the ship-to's differ?

Yes
200% it will split in to separate deliveries
Note Ship to party is header data in the delivery document
You cannot have two items with different header data in a single document
Ship to party
Shipping pt
Incoterms
Delivery priority
Route
Confirmed quantities in schedule line
If thse data are different delivery split will happen

Yes it is possible to have different ship to partners for different items in a sale order.at 1000% the same will split as the criteria for splitting delivery is shipping point, ship to party, inco terms and un loading point.

Not only with Different Ship-to-Parties, but also with:
--> Shipping point
--> Shipping conditions
--> Schedule Line
---> Route
--> Incoterms
--> Transportation group
--> Delivery date
--> Loading group
--> Item category
if any of the data is different for Items, in a Delivery Doc., Delivery will be splited.

Note: Delivery Split, can be controlled by Copying-requirement Routine (by writing your Business requirement in T. Code: VOFM), used in Copy-Control settings (at Item-level) b/w Order-to-Delivery.
