Object TaxClass3-Cust. not provided with characteristic 1.

Hi friends

I have maintain a tax condition, In customizing tax relivenacy master record in customer master i maintain indicator 0 (Not relevent for Vat)

1 (VAT is relevent)

When i am creating condition records system is throughing following error

"Object TaxClass3-Cust. not provided with characteristic 1."

Please throgh some lights on this error and tell me the cause

System do this error if we only maintain tax classification field of customer and material only in condition record so here we must to take another field in condition record.
