Add Web Service Client API Library - context is disabled

I've created a Deployable Proxy following these instructions:

The .ear file was created and deployed without issue.

I've created a Web Module project that will use the Proxy by following these instructions:

Creating a Client Java Server Page

Follow instructs to Add Web Service Client API Library from the context menu. I've tried to do this, but the option is disabled in my NWDS session.

I'm appricated any helps. thanks.

Used NWDS 7.1 and generated client from wsdl. Created a jar file from this project and used in portal component successfully.
