SAP does not recommended to do transport from older version of SAP to a new version of SAP. Its because the same objects in the older version may not be similar when it comes to new version and some of the older versions may be obsolete in the new version which can bring inconsistencies especially if its customizing requests.
If its z programs, you should compare the objects in the old and new systems which you are going to transport and if there is no conflicts, you can.. But its not recommended to do the transport from old to new version.
