Read SAP Note 180940

Please make sure the ip address 10.XXX.XXX.XXX is reachable from your PC where you are trying to log in. Ideally, it should be trying to login to the same network where SAP system is installed.
You can check this by running the command in command prompt
"ping '10.XXX.XXX.XXX"
If you are not able to reach in this case,
The SAP server might be down >> contact the basis consultant and ask him if the SAP is up and running.
If sap is up and running, contact your network administrator and tell him that you are not able to reach the ip '10.XXX.XXX.XXX from your system.
Cheers,
Jazz

So, its clear that some firewall/antivirus on your local machine is blocking the outgoing port 3600 which is required for SAP logon to connect.
As mentioned in the previous posts, disable the firewall/antivirus in your local machine and try. It should work. If not, contact your system administrator and inform them regarding the port block. They will be able to help you out.
Cheers,
Jazz
