Incoming order for project

Dear Friends,

Is there any possibilty to do determine Incoming order for project with releasing the project ?

I am raising this question as we are locking the budget on releasing the project. Normally handing over of project to execution by marketing takes time as both have to agree the cost considered for project. Hence the debate over cost may continue and result into the release of project. However, it os organization requirement to see project order in order received report.

Please feel free to write in case any body need further input to undestand scenerio.
