Exception in creating a configuration scenario

I am configuring scenario with RFC receiver. I have got an exception in IB

com.sap.engine.services.security.exceptions.BaseLoginException: Cannot authenticate the user.

at com.sap.engine.services.security.login.ModulesProcessAction.run(ModulesProcessAction.java)

Is it a problem with XI or SAP system?
