Oracle Upgrade Error : Unable to execute rule 'CertifiedVersions'

Dear Experts

I have installed and upgraded the oracle from 9.2.0.8 to 10.2.0.2 as per the manaul before three months. but when we got error like "UPDATE DELAYED" and total update getting failured we reverted back to the 9.2.0.8 and it is working now. Now again we tried the upgrade project before few days. When the prerequiste checks run we could not get any OS patch and Kernel parameter tunning requirement and it skipped and goes to the step of installation of the oracle 10.2 software.But actually when we started before three we got the prerequisite check log and applied the patches and tuned the memory. Now when we start it skips the prerequisite check . I have given the install log which shows the following error.
