How can i find the VBRP-MATNR associated with a particular BSET-BELNR.

You should use another intermedial table BKPF, the links as follows:
VBRP-VBELN<-->BKPF-XBLNR
BKPF-BELNR<-->BSET-BELNR
That will be fine!

Small correction here as said by our friend Tao.
vbrp has no relation with bkpf.use vbrk.
vbrk-bukrs = bkpf-burks,
vbrk-belnr = bkpf-belnr,
vbrk-gjahr = bkpf-gjahr.
