Is a license required for SAP SOL MGR Enterprise Edition

Can someone help me clarify whether or not you need an license to use SAP SOL MGR Enterprise Edition. The following documents state.

Licensing:

• All SAP Solution Manager customers are automatically licensed for SAP Manager Enterprise Edition.

As per SAP note #1109650

Cause and Prerequisites

Note that you can download only the installation packages for which you have acquired the corresponding license. The license is available from the contract department at your subsidiary.

No you dont need license.

Its just like an Add-on & u can install it using SAINT
