I would like how to block the order creation while the customer credit limit is over. I've updated customer credit limit use fd32, then create SO, but the SO still be created. How can I block it. thanks!

Here only we define it as static or dynamic
I think you have not done completely the settings and done it bits and pieces

Use simple cedit limit check TCode OVAK.
Select you document type & select credit check type for that document.
Warning :- it will allow you to complete the process after warning.
Error :- it will not allow to complete the process mean it will not allow to save the document untill unless credit is not clear.
Deliver block:- It will allow to save the document after error but will not allow to create delivery.
This simple credit limit check will be aplicable for all the customer if you set credit check on doc. type

If yes, try with only Dynamic Check field

In the pricing procedure used for pricing, subtotal "A" must be entered in a line for
determining the credit value (mark the pricing procedure and doubleclick on "Control").
Usually, the net value plus taxes is used. This way the system is determined to use this
subtotal for credit pricing. The credit price is stored in field VBAP-CMPRE and used for
update and credit check.
You can find the used pricing procedure of the order under "Item -> Condition -> Analysis".

If dynamic credit limit is used check the horizon period and if the delivery falls after the horizon period the system will not consider the order for credit check
