Header Condition Formula for Fixed Amount

Hello;

I need to run automatic pricing for a header condition. I can not use item conditions for this case because I need to retrieve a fixed amount in this header condition. Can anybody help me to find a routine / user exit / sample formula for that?

Actually I know these transactions and I created a condition value formula for this header condition; but system doesn't add this condition to header automatically, requires us to add it manually.

I need to retrieve this amount to header automatically.

I will appreciate if you have any other advices.
